ECO 4

What is the ECO4 scheme?

The ECO4 scheme is the final part of an ongoing government initiated scheme to support low-income households and to create more energy efficient homes

ECO particularly aims to help vulnerable homes and property holders. It uses a whole house approach to lower fuel poverty via improved heating systems and insulation measures funded through the energy companies. It also encourages the installation of first time Central Heating and district heating connections.

What does ECO mean?

ECO means the Energy Company Obligation, of which there have been four parts. It is a policy that aims to make homes warmer and households’ emissions lower, In other words, ECO is all about energy saving. We are currently in the ECO 4 stage

If you’re not on benefits or a low income but your home is still energy inefficient, you might be eligible for the scheme through flexible eligibility (LAFlex) program that some councils participate in.

What if you stop claiming benefits return to work?

According to Ofgem (they administer the Energy Company Obligation scheme) claimants will still be eligible for a period of 18 months following the date of the award letter. Page 233 of the Ofgem Energy Company Obligation guidance has full details.

So if you were awarded Universal Credit in April but you got a job last week and come off Universal Credit today (for example) you still have a significant period of time (a year and a half) to apply for and install the measure, as you would still be classed as eligible even when you return to work.

While you can wait to apply we’d recommend applying sooner rather than later as funding rules can change at any time.

Minimum Requirements For The Scheme

The Department for Business Energy has put into place minimum energy efficiency requirements for this ECO Scheme. The funding is only available if your property’s EPC certificate shows a level below C. If a property’s EPC Certificate shows the property falling under band,D,E F or G for energy efficiency, the funding must be used by energy efficiency installers to heighten it to band D or higher by installing insulation measures like External wall insulation and /or improved heating measures like Solar panels or Heat Pumps.
